Luis helps clients optimize their cost structure, align functional processes with internal controls needed to bid and execute contracts and grants, and digitize activities through automation and data analytics. He has experience interpreting and applying government contract life cycle, cost accounting and U.S. government internal control requirements to the operation and structure of the business.
Luis has a deep technical knowledge of the Federal Acquisition Regulation, Cost Accounting Standards, 2 CFR 200, CFIUS and agency supplements including DFARS and DEAR.
He leverages his technical knowledge to create and preserve value for businesses during the following stages:
- Enterprise strategy, design and execution
- Transaction activities including deal thesis, compliance due diligence, integration and separation
- Transformation and functional advisory services regarding supply chain, finance and cost accounting
He is adept at identifying and quantifying risks and opportunities of acquiring government contractors; designing indirect rates during complex transformation projects and providing affordable, agile, stable and CAS-compliant cost structures; assessing the design of operational controls required by the government and developing remediation road maps; and developing incurred cost submissions, cost proposals and CASB disclosure statements.
